A C++ Developer is someone who writes code traditionally for things like financial systems, games and embedded systems. C++ is an extension of C so in itself, it is a very powerful language which allows for code to be executed with nowhere near the overhead of other languages such as java. A C# Developer writes code which follows OOP design in C#, which is scalable, manageable, and secure. This code could be for standalone applications or back-end web applications. Due to these use cases, it is widely used because of this but also because it is a C-like language.
